Much like ck2 you can send diplomats to fabricate claims, although you don't have to pay a lot of money and have a longer period of time to start the war. But without them it feels bland where you're sitting down waiting for your political, military, and diplomacy points to fill so you can have tech. There are DLC that fix the issues, so if you plan on buying the DLC you might like it. The game is very different and feels uncomfortable.
However, they offered a free weekend trial for it which I did. Like you I thought about getting EU4, and with the sale going I would have bought it. I have and played thousands of hours in CK2. If you read paradox you already know you'll have to spend a shitload of money on lots of tiny DLCs that are more or less mandatory features a core game SHOULD already have However, you'll NEED quite a few DLCs for a good experience, but when I recently bought CK2, it wasnt cheap either, so I dont see any difference.

On top of that I also feel that EU4 is more focused on historical events (even though you also have completely ahistorical jokes like Super-Ming with Mandate of Heaven DLC) and has much more interesting Achievements.
